Rules & Regulations

The following guidelines are in compliance with the Terms and Conditions as set out by the Alberta Gaming and Liquor Commission (AGLC). The sale of Spruce Meadows Leg Up Foundation 50/50 tickets utilizes a proprietary system developed by 50/50 Central, Summerside PEI.
 
Tickets:
1. Each seller will be assigned a handheld (point of purchase) ticket order unit and a receipt printing handheld unit or they will be assigned to a fixed terminal selling station.
2. When the sale is concluded, sellers will return handheld units, all cash, including float, and/or credit card receipts to the Foundation office.
3. Sellers will not share cash.
4. A sample copy of 50/50 ticket receipt and stub to be printed through 50/50 Central system will be sent to the AGLC, if requested.
5. The Spruce Meadows Leg Up Foundation (Foundation) shall use the 50/50 Central system however, will only sell the number of tickets indicated in applicable approved license. Tickets will only be sold for the following multiples one ticket for $2.00, three tickets for $5.00, ten tickets for $10 and forty tickets for $20. Payment will be either cash/debit or credit card.
6. Tickets shall be numbered randomly and coded by day.
7. “Bearer Ticket Draws” or “50/50 Draws” utilize tickets without the buyer’s name, address or phone number and therefore this information will not be used by the Foundation.
8. Appropriate ticket inventory control procedures shall be used to ensure that all tickets are entered into each draw.
9. Spruce Meadows will provide a secure location to complete all ticket and receipt reconciliations.
10. Tickets shall be printed in two parts, a stub (1, 3, 10 or 40) to be kept by the licensed charity and the other part, a receipt given to the buyer.
 
Sale of the Tickets:
1. Tickets sold for any given event will be only one color.
2. All tickets shall be sold for the following discounts: 1 for $2.00, 3 for $5.00, 10 for $10.00, and 40 for $20.00. Purchases can be made either via cash/debit or credit card. There will be no refunds on tickets sold.
3. Each ‘Roaming’ seller will be assigned a handheld ticket order unit and a receipt printing handheld unit for their sales during their shift.
4. Each ‘Fixed’ seller will be assigned to a booth equipped with a combined ticket sales and receipt printing terminal for their sales during their shift.
5. The tickets sold will be generated using the 50/50 Central ticket system in where the purchaser receives a stub and the tickets will be automatically deposited in the draw drum through the system. Once the sale is concluded, sellers will give the buyer their receipt, this receipt contains a receipt number and a unique, random number for each stub purchase, i.e. one (1) number for 1 for $2.00, three (3) numbers for 3 for $5.00. In addition the buyer is provided the draw time and winning ticket number information.
6. ‘Roaming’ Sellers may use the ‘Load and Go’ feature provided by the 50/50 software to facilitate ticket sales in areas with weak or no network connectivity.
7. Sellers are 18 years of age or older and volunteers provided by the Foundation.
8. No ticket may be sold to any individual unless they are at least 18 years of age.
9. Sellers are not permitted to purchase 50/50 tickets while working a shift.
10. The seller must not make change from their personal money.
 
Selling Places:
1. ‘Roaming’ Sellers shall be placed strategically throughout the Spruce Meadows grounds.
2. ‘Fixed’ selling stations have been located throughout the Spruce Meadows grounds to ensure complete coverage and to provide convenient stationary locations, directly hard wired to the Lotteries 50/50 server.
 
Selling Times:
1. Sellers will be selling tickets as soon as the first competition of the day until midway through the last competition of the day.
2. Sellers will be brought back in stages in order to cash-out. This will allow for the efficient management of the cash and credit card returns to the office and leave some sellers out for as long as possible so that last minute sales are still possible.
 
Concluding Ticket Sales:
1. The Foundation will determine the time of the winning ticket announcement. Sellers will be brought “off the floor” at appropriate times to ensure that there is sufficient time for each seller to cash-out: to reconcile sales and receipts by the office staff, drawing the winning ticket and providing winning number to appropriate personnel to get on website, announcers, and other communication mediums including but not limited to social media.
 
The Draw:
1. The Foundation will be able to account for every ticket sold. Prior to the draw the Foundation shall reconcile the number of tickets sold. This is indicated in the raffle tickets sales record and the number of stubs. This is indicated in the raffle tickets sales record and the number of stubs in the draw container, to ensure that all eligible tickets form part of the draw.
2. A minimum of three (3) people including at least one (1) member of the Foundation and at least one member of the general public must be present to witness each draw.
3. A transparent drum will be used for the draw so that tickets can be seen from the outside.
4. A ticket will be drawn manually from the container in a random manner while the person making the draw looks away from the container. The draw can be made by any person who does not own a ticket or a share of a ticket in the draw. The arm will be bare of clothing below the elbow and the open empty hand will be exhibited to witnesses prior to the draw.
5. A total of one (1) ticket shall be drawn and the draw will be videotaped.
6. A record of the ticket drawn indicating the ticket serial number will be announced through the Spruce Meadows website, social media, and ring announcers. A voice message will be recorded on a specified phone line with the date, winning number, and instructions on how to redeem a winning ticket. If the winner of ticket has not come forward by 4 pm on the day following the draw being posted as per above, then the winning dollar amount will be carried over to the proceeds of the next day’s draw. On the final draw date, the winner will have until 4 pm of the next day to claim the prize. Any unclaimed proceeds after 4 pm of the day following the final
draw date will be added to the Spruce Meadows Leg Up Foundation programs subject to the approval of AGLC.
 
Storage of Tickets:
1. Tickets will be stored in a secure location.
 
Ticket Audit:
1. During the licensed events, members of the Spruce Meadows Leg Up Foundation will ensure that consistent raffle guidelines are followed.
2. At the conclusion of the licensed events a Foundation auditor will conduct an audit to verify that an accurate account of sales is provided. These audits results shall be maintained by the Foundation for two (2) years.
 
Financial Controls:
1. Sellers will be responsible for the point of purchase machines issued to them.
2. The Foundation is ultimately responsible for the cash and/or credit card receipts received. When the sellers return with their cash, and/or credit card receipts, they are asked to count their cash by denomination and the quantity of each denomination.
3. The computer operator will then enter into the computer the cash and/or credit card sales received and the program will then determine the cash and credit cards reconciles to the tickets sold. If there is a difference, the cash/credit cards and tickets are rechecked.
4. The cash is given to the banker. Each POP machine is closed and a batch report is produced. The cash receipts and credit card amounts are combined to create “Total Receipts”. The banker then rechecks the cash count and verifies that the amount shown on the printout is correct.
5. All of the credit card batches and cash are organized by the Foundation and a deposit slip is prepared. The cash and deposit slip are placed in a sealed deposit bag; the credit card batch reports and a copy of the deposit slip are sent to Foundation accounting.
6. The deposit bag is taken to the vault.
7. The verified printouts are retained in the 50/50 Draw files for future reference or auditing.
 
Rules Governing Operation of Raffle
1. Age Limit – Raffle Tickets cannot be sold to persons less than 18 years of age. Should a minor (under 18 years of age) win a prize, it would be held in trust by the legal guardian of the Winner until the age of 18, and the Public Trustee’s Office would be notified. Since the winning 50/50 ticket is based on the ticket number printed on the ticket, there is no requirement for the licensed charity raffle ticket sellers to advise the ticket buyer not to write the name of a person under age of 18 years on the ticket.
2. Ticket sellers are not permitted to purchase 50/50 tickets while they are selling tickets. All Employees and all Volunteers including Board members ARE PERMITTED to purchase 50/50 tickets.
3. Minimum number of tickets sold before a draw date extension or the cancellation of a raffle is not applicable.
4. There are no refunds on tickets purchased.
5. Half of the daily event total value of tickets sold will be drawn during the last competition of the day of the event and will be awarded by 4pm the day following the draw.
6. Cash in lieu option – not applicable
7. Draws take place at Spruce Meadows (18011 Spruce Meadows Way S.W.) at the above mentioned date and times by a representative of the Foundation. The winning ticket will be drawn from a transparent draw drum in front of an audience. The draw will be videotaped.
8. The ticket will be drawn manually from the container in a random manner while the person making the draw looks away from the container. The arm will be bare of clothing below the elbow and the open empty hand will be exhibited to witnesses prior to the draw. A total of one (1) ticket shall be drawn.
9. Prizes in the form of cash or a cheque will be issued by the Foundation and if by cheque will be mailed to the bearer of the winning ticket. Once the winning ticket has been drawn that day’s event concludes and the ticket stubs in the draw drum are removed from the drum and stored in sealed containers.
10. The winning ticket will be attached to a winner’s form. Photocopied, and the copy given to the person responsible for putting number on Spruce Meadows website, social media, voice recording and Spruce Meadows Announcers. Once the winning number has been announced the winner will have until 4 pm the day following the draw to present the winning ticket to the Spruce Meadows Leg Up Foundation Administrator.
11. If the holder of winning ticket has not come forward within the required time, then the winning dollar amount will be carried over to the next event. On the final event, if there is no winner after the 4:00 pm claim period has elapsed, a letter will be forwarded to AGLC informing them that the prize will be donated back to the Foundation or to an AGLC recognized Charity.
12. Alternate method of awarding if winning ticket not sold – not applicable.
13. In event a winning ticket stub has more than one name on it – not applicable.

How to Claim a Prize

To Claim your prize either go directly to the North Meadows Tournament Office located onsite at Spruce Meadows or phone 403-974-4538 to confirm the winning number and to receive instructions on how to redeem the winning ticket.
